According to the San Francisco Business Times, as of November 2008, there were 60 filings by California insurers seeking pure premium workers' comp rate increases to go into effect on Jan. 1 on new or existing policies. Nearly half of these insurers, including the State Compensation Insurance Fund, asked for increases well above the five percent recommended by California Insurance Commissioner Steve Poizner.

Cathy Divodi is a risk-management consultant for Artemis Claims Consulting, a Santa Rosa-based firm that specializes in helping employers reduce their workers' comp costs. Through her practice as a risk management consultant, Divodi assists clients in understanding the complex nature of the various laws within the claims system and managing risks. Divodi has past experience as an adjuster, litigator, and claims manager, she is also an reserve analysis and claims management. She is also certified by the state of California as a Self-Insured Claims Administrator.
Timothy Huether is the president of Danville-based Huether Insurance Agency, which he founded in 1997. He specializes in assisting clients with obtaining property casualty insurance for personal and commercial purposes, and he is the past president of the Independent Insurance Agents of Contra Costa County.
